- Make it build even for SLE_11 and SLE_11_SP1 by using

pykota-<version>.tar.bz2 instead of pykota-<version>.tar.xz

(no xz available on SLE_11 and SLE_11_SP1).

- Have only those directories that are not yet owned by other

|
packages in the files section.
|
|
- Updated license string to spdx.org format "GPL-3.0".
|
|
- Added changes file.
