Conditionalize prefers on the containers
...
Otherwise the devel project will also test the released containers
which is not what is intended in the devel project - there we want
to test the very latest so that we submit something that works.

Add SL_VERSION docker argument

This adds the SL_VERSION docker argument which is used
as tag for the bci/bci-base image used to build the
SL Micro Base image.
