config: Remove python313 definition and skip_python313
...
This patch removes the skip_python313 macro and set the %pythons to just
python311 until we are ready to enable python313.
The skip_python313 definition makes it difficult to test the build of
packages for python313 in Staging projects because there are packages
that rely on setting the skip_python313 inside the spec file.
