Create dummy python packages to avoid license incompatibility issues #553

Seems like there's a bit of a karfuffle around some python modules being forked with incompatible license changes:

We can submit a "dummy" package (containing a text file with some information instead of a .spec file, i.e. something that just exists in OBS with builds disabled) with the given name to Factory

Looks like the license was fixed in those packages, so I don’t know if this is needed anymore. It’s good to track these packages because this was a bit suspicious, but right now there’s no “real” reason to block them.
