update dependencies for weblate on Leap 15.2 #567

we eventuallywant to update to Leap 15.3 on the weblate server and it would be nice to update to the newest weblate during the process

edit: Standa was unaware of this and he just once noticed the project does not build (because there were links to Factory, which was certainly wrong), so he tried to fix it with pulling more and more packages, but in a bit unfortunate way. So maybe I'll take another round.
