Convert python-typing_extensions into python36 only package, and then go through all packages using it.

BuildRequires: ( python3-typing_extensions if python3-base <= 3.6 )

ABORTED: Whole thing is nonsensical. Typing-extensions package is not meant to go away, there are more extensions in the pipeline, which will be added to it.
