7625e56e07 Accepting request 1253088 from home:dheidler:branches:devel:languages:python 
- Update to 1.24.1
- Align build process to upstream
  * Upstream removed the old Makefile and restructured the repo
  * Build package index locally
  * Install all packages from local index using mip
  * Backport access_index_from_local_fs.patch to avoid using http for serving the index
