- update to 18.9.0:

* Various changes.
- drop use-read_file-not-readfp.patch (upstream)
- Fix URL in spec file: cherrypy.org -> cherrypy.dev
  * Simplify the passthrough of parameters to CPWebCase.getPage to cheroot.
  highly time sensitive.
- minor spec improvement
