- update to 1.6.4:

* Binary wheels support a broader range of processors.
  * Only destroy liberasurecode descriptors on liberasurecode
    versions where it should be safe to do so.
  * Various other minor bugs fixes and improvements
- skip python 3.10 for now
- six is needed by testsuite
