- update to 1.5.15:
  * Fix an exception when PYKCS11LIB is not defined
  * Correctly fix swig 4.2.0 issue
  * cache PKCS#11 dll name after it's been succsessfully loaded
  * Fix a problem when the library load failed
- switch to github url, as pypi doesn't have the new version
