3090f86431 Accepting request 642676 from home:stephenma:branches:devel:languages:python 
Adding the python-acitoolkit package to devel:languages:python.  Derived from the package of the same name in Cloud:Openstack:Pike:cisco-apic.  Cleaned up the .spec file.
