Dirk Mueller 57c3b247a6 - update to 1.8.2: ...

* Fixed an issue where ApiScan couldn't scan some of our
    binaries correctly. This involved changing some linker flags
    and re-compiling/re-linking some of the pydevd executables
    and dlls.
