* Port code to setuptools. It will not work with distutils any
more.
* Format code with black and imports with isort.
* Address pycodestyle and pylint complaints.
* Use python3 in shebangs.
* Fix TypeError when calling pylint command.
* Drop obsolete python3-distutils dependency.
