Accepting request 1000112 from home:bnavigator:branches:devel:languages:python

- Re-add BuildRequires. What is a runtime requirement must also
  exist in the building project. Don't wait for staging
  installcheck to tell the packager that something is missing.
- Remove obsole jaraco.base requirement
  * jaraco.* are now PEP440 namespace packages
