Accepting request 984975 from home:bnavigator:branches:devel:languages:python

- Update to 1.0.0
  * No release notes. From git log:
  * Fix #5: make sure it is sane to use different timeouts on the
    same file
  * Close file when acquire() fails
  * Raise LockError when calling release on an unlocked lock
  * Use time.monotonic() when available
- Enable test suite -- by requiring untested spur.py :(
