* docs: Drop SetupTools from pyproject.toml example
  * Simplify PBR dependency on SetupTools
  * Update setup.cfg example in Usage document
  * Clarify PEP 517 implementation for users

  * Use pyproject.toml
  * Test pip and setup.py install behavior in PBR testing

  * Fix tempest-full job
  * Use summary for the package summary
  * Test on py310 and py311

- Use stestr rather than pytest to run the testsuite.
