  * Produce a warning when MACOSX_DEPLOYMENT_TARGET is set in the 
    py-build-cmake config (#43)
  * Support appending and prepending to environment variables
- Update to 0.4.0:
  * MACOSX_DEPLOYMENT_TARGET support:
    Its value is now used to determine the Wheel platform tag on macOS, 
    and the target version is passed on to CMake. 
  * Improved documentation.
