- remove python2 compatibility requirements
- remove PYTHONDONTWRITEBYTECODE=1 -- its included in %pytest macro
- two tests need special treatment:
  * test_functional[undefined_variable] gh#PyCQA/pylint#3635
  * test_do_not_import_files_from_local_directory gh#PyCQA/pylint#3636
