Accepting request 692017 from home:jayvdb:branches:devel:languages:python

- Remove egg-info requires.txt entry for backports.csv as it isnt
  a dependency on Python 3.
- Remove build and runtime dependency on unicodecsv, which was
  replaced with backports.csv in the last release.
