Accepting request 783832 from home:pgajdos:python

- version update to 3.0
  * Drop support for Python 2 (it is end-of-life).
  * Add support for subtests.
  * Run a test suite with ``python -m tap``.
  * Discontinue use of Pipenv for managing development.
