Accepting request 1199499 from devel:languages:python

- update to 5.1:
  * Add support for Python 3.12.
  * Fix SIGCHLD/wait raise condition associated with the start-
    test-program option. For details see #33.
- drop obs-timeout.patch (obsolete)
