Accepting request 755107 from devel:languages:python

- update to 4.7.1:
  * Use Python 3 syntax in the documentation. See issue 119.
  * Drop support for Python 3.4.
  * Fix queryTaggedValue, getTaggedValue, getTaggedValueTags subclass
    inheritance. See PR 144.
  * Add support for Python 3.8.
