product-buidler 1.4.14 new introduces DOWNLOAD_MIRROR_POLICY and was enabled by default, however it break ftp-tree build when it found 2 chromedriver in the same repo, set DOWNLOAD_MIRROR_POLICY to false for now until we address it as packaging issue or an BS issue
