Take two of OpenSubdiv submission
I've addressed all of Stefan's comments, including yanking all but
the first changelog entry.
I ask myself, why should I add changelog entries in the first place,
if they aren't desired anymore in an initial submission), but anyway,
here's the OpenSubdiv library, that makes Blender 2.80 and its users
happy...
