- Add cloud-init-no-tempnet-oci.patch (bsc#1161132, bsc#1161133)
  + Do not attempt to configure an ephemeral network on OCI. We
    boot off iSCSI and the network is up. Just read the data.

- Add patch to build properly with python 3.8:
  * 0001-Make-tests-work-with-Python-3.8-139.patch

- Update to version 19.4
  + Remove patches included upstream:
    - cloud-init-after-wicked.patch
    - cloud-init-noresolv-merge-no-dns-data.diff
