I think the last paragraph of the package description is too much. The information is not useful to a user for figuring out what the package is good for. It contains too detailed technical information, as well as information about required dependency versions, which the user expects RPM to handle for him anyway. The same points are repeated both in .changes, and in the comments to the "Requires:" clauses, which is where the information belongs, as an aid to maintainers.
