This request contains the update to 4.17 (needed by tomcat 9.0.40) and to 4.18 (needed by tomcat 9.0.42)

- Upgrade to eclipse 4.18 ecj
- Switch java14api to java15api to be compatible to JDK 15

- Upgrade to eclipse 4.17 ecj
- Removed patches:
* ecj-encoding.patch
* jdk10u-jdk8compat.patch 
- Switch java10api to java14api to be compatible to JDK 14
