Accepting request 83497 from devel:libraries:c_c++

- Remove redundant/obsolete tags/sections from specfile
  (cf. packaging guidelines)
- Use %_smp_mflags for parallel build
- Add libexpat-devel to baselibs (for dev of 32-bit progs) (forwarded request 83485 from jengelh)
