- Update to version 1.4.0:

* Support bumping the semantic version via `--bump`
  * Add 'typos' check
  * Log the output of failed external commands -
  * breaking change: Support regex in 'tag_pattern' configuration
  * Add field and value matchers to the commit parser
- Update service file to new obs service cargo requirements
- Add zstd in build requirements for tar scm
