dependency, it was already being used thanks to

- Drop perl(Env) and libxml2-tools BuildRequires since they are not
being used or needed.
- Points fdupes to removal of duplicates under the data directory
rather than the whole build root.

and macro for non-openSUSE only.
- Stop passing V=1, we do debugging locally.
- Drop scrollkeeper BuildRequires, and stop passing
--disable-scrollkeeper to configure, no longer needed nor
recognized.
