Aaron Puchert 2c374c3b41 - Update to version 17.0.4. ...

* This release contains bug-fixes for the LLVM 17.0.0 release.
    This release is API and ABI compatible with 17.0.0.
- Rebase llvm-do-not-install-static-libraries.patch.
- Include libomptarget.devicertl.a in libomp*-devel, which is
  required for (GPU) offloading.
