* Provides Buildsystem requirements for Qt5 based LXQt Components

- Update to 2.0.0
  * Ported to Qt6 with the new project name lxqt2-build-tools, such
    that the Qt5-based version 0.13.0 can be installed alongside it.
- Specfile modernization and cleanup

  * Bumped minimum compatibility level to C++17
