Accepting request 970881 from editors

- Tests fail on aarch64 gh#neovim/neovim#18176
- Add 7657-run-tests-aarch64.patch fixing some tests on aarch64
  (gh#neovim/neovim#7423).
- Instead of patch, just provide fake busted shell script which
  runs luajit. TESTS ARE ON!
- Only recommend python3-neovim.
