Subject: [PATCH] Accepting request 312616 from devel:libraries:c_c++

PCRE2 is a re-working of the original PCRE library to provide an entirely new
API.

Copy of the exising pcre package with the described changes.

Not source compatible. Installable in parallel with all packages.
