ext::CSV provides facilities for the composition and decomposition of
comma-separated values. An instance of the Text::CSV class can combine
fields into a CSV string and parse a CSV string into fields.

equal to either quote_char or escape_char. Done in XS, as it
was a slowdown of 10%% when done in perl.

prevent misinterpretation with upcoming Unicode changes
