- Update versions based on provides in perl rpm

- Version update to perl-5.26.2:
  * Tons of bugfixes

- Remove the as-needed disabling as no other distro is doing that
- Use macros where possible
- Remove if0 and commented out code to reduce the scope
- Run tests in threads
