Accepting request 1143810 from devel:languages:python

- update to 0.14.0:
  * Explicitly allow pathlib.Path as a type for
    FileCache.directory.
  * Drop support for Python 3.7. Python 3.8 is now the minimum
    version.
  * Don't use the cache to return a full response if a request
    has a Range header.
