ceb3e11545 - Update to 2.9.10 
* Add support for Python 3.13.
  * Receive notifications on commit (ticket #1728).
  * Errorcodes map and errors classes updated to PostgreSQL 17.
  * Drop support for Python 3.7.
- Drop support-python-313.patch, merged upstream
