- Fix python3 flavor multibuild:
  * Compile bundled libs for every flavor
  * Fix bundled lib location configuration
  * Use system fftw3
- Enable tests with matplotlib and astropy
- Add sherpa-mpl-3.4.patch for Matplotlib 3.4 gh#sherpa/sherpa#1125
