* private.h (HAVE_POSIX_DECLS): Default to 1.
(ENOTSUP): Default to EINVAL.
* zic.c: If HAVE_DIRECT_H, include direct.h and io.h and

(link, symlink): Set errno to ENOTSUP in the substitutes.
