Subject: [PATCH] Accepting request 186206 from YaST:Head

New package yast2-services-manager is a replacement for yast2-runlevel

- A complete rewrite was needed because of systemd
- UI and libs is done and work well
- Services Manager should obsolete Runlevel later when it provides
  all the required functionality
- We still need to add full installer / proposal support [WIP]
