- remove patch g++14.patch, issue is fixed now
- update to version 4.16.0:
* Fixed issue where geopotential height was not being plotted from BUFR
data in upper air charts (controlled by the obs_height parameter)
* Enabled plotting more present weather BUFR codes as symbols

- remove duplicate "-DENABLE_CAIRO", remove "-DENABLE_FORTRAN" as
fortran is auto-detected, remove "-DMAGICS_EXTRA_LIBRARIES" and
"-DPYTHON_EXECUTABLE" as not needed
- in spec file %files section, explicitly enumerate all files
in _bindir and _libdir directories
