94bc3852a0 Accepting request 753847 from home:StefanBruens:branches:science 
- Explicitly build spdlog-utests, which is part of the test suite
- Enable tests on Tumbleweed
- Set Boost_NO_BOOST_CMAKE and CMP0093 to force CMake to use
  Boost < 1.71 behavior.
