Accepting request 950329 from home:gcomes.obs
- Update to version 8.3
- Add %if construct for tumbleweed, fedora and ppc workaround
- Drop all unnecessary patches and keep only no-return-in-nonvoid-function.patch
- Remove old specfile constructs
