Dependency of Open Babel.
Open Babel used to be compiled with a bundled version of libinchi. Library was exported by openbabel as a subpackage with custom soname and version, wrong license and misleading description.
Let's split it for clarity.
Note that the spec file comes from Fedora: https://src.fedoraproject.org/rpms/inchi/blob/rawhide/f/inchi.spec. I adapted it to openSUSE style and tried to clarify it a bit (added comments, expanded variable names). Upstream specificities make it not as simple as it could be but hopefully it will improve over time.
