- Incorporated HPC-style builds using environment modules.
- Converted to multibuild (FATE#321719).
- renamed rpmlintrc to netcdf-rpmlintrc.
- Generate baselib.conf dynamically and only for the non-HPC
build: this avoids issues with the source validator.
