- initial package
-- this does not actually build anything.  There are no build instructions and no setup.py file
-- it does create a legitimate empty package and causes the dependencies to be installed
-- I need to verify all the dependencies are installed
-- also the README.opensus file should be updated with instructions on how to install from the source tarball
