This is to align with the migration instructions:

https://turtles.docs.rancher.com/turtles/stable/en/tutorials/migration.html

This is also carrying this fix as it's not yet backported to 0.24.x:

https://github.com/rancher/turtles/pull/1734

This will be backported to 3.4, then we'll update main to align with the Rancher 2.13 environment that already contains the core turtles components
