Since we're specifying a particular version with the airgap CM's we need
to ensure the provider installed is the matching version

Marking WIP as this seems to be overridden by the turtles configuration deployed via Rancher, so we may be able to resolve instead by rebasing to 2.13.1 with the update turtles 0.25.1
