Accepting request 770285 from home:scarabeus_iv:branches:devel:tools:building
- Add new -mini flavor in order to break up cycles
* make sure the default cmake links now all system libraries
and mini uses bundled stuff as needed
- Switch to python3 variant of Sphinx on the manpage/docu creation
